Why is the constitution formed?

The constitution is formed to lay the foundations and rules of the system of government, to define the economic, political and social philosophy of the system of government, to establish public authorities in the state, and to determine how to deal with them and exercise their functions,

The principle of legality is reinforced, whereby the ruler and the ruled are subject to the laws and rulings issued by him, he organizes the authorities in the state and sets the rules outlining the rights of both the rulers and the ruled in it without interfering with religious or intellectual beliefs, and for building the nation,
