Health is a right for every human being.

1. The constitution shall guarantee health care and prevention from deceases for all citizens without discrimination on any basis. The state shall guarantee the provision and support of public health services facilities and works to raise their efficiency and equitable geographical distribution.

2. The constitution shall criminalize refusal to provide treatment in its various forms to every person in cases of emergency or danger to life. The constitution shall guarantee the state’s commitment to improving the conditions of female and male doctors, nurses, and other staff members of health sector.
