  The draft constitution shall ensure the freedom of thought, expression, creativity and publication in literature, arts, scientific and technical research.

The draft constitution stipulates the state’s commitment to advancing arts, literature and sciences, sponsoring talented and creative people, creating appropriate conditions for developing and improving their capabilities and skills, honouring creative and innovative persons in all fields that contribute to achieving sustainable economic and social development, and raising awareness of the role of creativity and innovation in all aspects of human development.
