Toma was born in Deir Ezzor in 1965. He is the former prime minister in the Syrian Interim Government and the secretary of Damascus Declaration.

He has engaged in intellectual and political activity since 1982 and he became one of leading figures in the current of democratic Islam. He took part in the committees of reviving civil society since the early days of Bashar Assad in power and he was detained for 2.5 years in 2007 because of the well-known issue of Damascus Declaration that caused so many to end up in prison. He was then detained again in July 2011 for two months after the eruption of the Syrian revolution. He has been the head the military delegation of the Syrian revolution forces to Astana negotiations since 2017
