The path of the Syrian Constitutional Committee
On September 23, 2019, United Nations Secretary-General Antonio Guterres announced the formation of the Syrian Constitutional Committee after the approval of the regime and the opposition negotiating body, and the dispute over the list of names was resolved.
The proposal of the Constitutional Committee emerged from the Sochi Conference on January 30, 2018, which stipulated in its final statement that it would consist of the regime, the opposition, and experts, with a total number of 150 members. Later, the former UN envoy to Syria, Staffan de Mistura, developed a plan to form the committee so that the regime would have a third and the same for the opposition, while the United Nations would choose experts or a third third, which became known as the civil society list.
The Constitutional Committee’s proposal is mainly based on Demistura’s proposal called the consultative mechanism in the Geneva 6 talks, which was the result of international understandings on understanding the “Four Baskets”, which prompted the international parties – including the United States.
